Louisiana custody question?

stepson wants to come live with dad and me. mom is always working leaving him with mean stepdad and stepbrothers that curse and treat him terribly. stepson is failing for the 2nd time because no one is there to help with homework or to follow up with school intervention. i am a teacher but am blocked from being involved to help him out. he wants to live with us, he will be 12 in october. do we have a chance of getting custody switched?
