Girls are confusing creatures, and that is coming from a girl. It's hard to tell because women are naturally close with other women anyway in friendliness.They will hug and be in pictures and go out for drinks and so forth. Apart from the staring it seems mostly, in my opinion, that she has found a good friend in you. Or, if she was interested, maybe she is put off by the fact that you are married. "She's married so she can't be gay" sort of thing. Maybe she is just shy. Don't know. At the end of the day, if you really like her, go for it.
